The State Water Board will provide an\noverview of the results of the Risk Assessment (public water systems\, state small water\nsystems\, and domestic wells)\, Cost Assessment\, and Affordability Assessment. \n\nAGENDA\nItems on this Agenda are numbered for identification purposes only.\n1. Overview of the Needs Assessment\n2. Risk Assessment Results\na. Public Water Systems\nb. State Small Water Systems and Domestic Wells\n3. Cost Assessment Results\n4. Affordability Assessment Results\n5. Public Feedback \n\nNeeds Assessment Results\nThe focus of this webinar is to provide an overview of the Needs Assessment results.\nThe State Water Board has been hosting public webinar workshops to provide\nopportunities for stakeholders to learn about and contribute to the development of the\nNeeds Assessment methodologies. The Risk Assessment for public water systems\nidentifies systems (starting with 3\,300 or less service connections) and K-12 schools\nthat are at-risk of failing to provide adequate safe drinking water. The Risk Assessment\nfor state small water systems and domestic wells identifies areas where systems and\nhouseholds may be accessing groundwater that does not meet primary drinking water\nstandards (maximum contaminant level or MCL). The Cost Assessment results will\nestimate the costs related to the implementation of interim and longer-term solutions for systems on the Human Right to Water list and At-Risk systems. The Cost Assessment\nalso includes the identification of available funding sources and the funding gaps that\nmay exist to support these solutions. The Affordability Assessment will identify\ncommunity water systems that serve disadvantaged communities that must charge their\ncustomers’ fees that exceed the affordability threshold established by the State Water\nBoard in order to provide adequate safe drinking water. \nThe results of the Needs Assessment will be utilized to inform the Fund Expenditure\nPlan for the Safe and Affordable Drinking Water Fund. \n\nDOCUMENT AVAILABILITY\nRelated documents and information are available on the State Water Board\nNeeds Assessment website:\nhttps://www.waterboards.ca.gov/drinking_water/certlic/drinkingwater/needs \n\nPROCEDURAL MATTERS\nDue to ongoing circumstances related to the COVID-19 emergency\, all public\nparticipation will be remote via an online hosted platform. DESCRIPTION:The presence of per- and polyfluoroalkyl substances (PFAS) in the environment is one of the most pressing environmental issues facing our nation. The unique chemical characteristics of PFAS lead to their persistence in the environment and make their complete destruction extremely difficult. EPA has been aggressively working to find solutions to address PFAS issues in communities across the nation\, including establishment of EPA’s PFAS Innovative Treatment Team (PITT) in spring 2020 – a six-month\, dedicated full-time team of EPA researchers brought together to concentrate on exploring disposal and destruction options for PFAS-contaminated waste.
