The Program provides water conservation services directly to shareholders/customers, helping reduce water use, and move towards community affordability. The direct installation of toilets and showerheads provided through the Program meets the EPA WaterSense efficiency criteria.
As part of Governor Newsom’s 2022 water supply strategy of adapting to a drier and hotter future, the California Department of Water Resources (DWR), in partnership with CalMutuals, is providing direct technical, managerial, financial, and demand management implementation assistance to assist small water suppliers and communities overcome challenges with acquiring funding and implementing drought and conservation programs.
Participation in the program is by invitation only and limited to mutual water companies and other very small systems that:
- Have been identified by the State Water Resource Control Board, in its SAFER 2022 Cost Assessment as out of compliance with the well depth measurement and/or metering requirements of SB552.
- Have a moderate to high (50-100) DWR Water Shortage Vulnerability Score.
- Are identified as disadvantaged or seriously disadvantaged community with a moderate (40-50) DWR Water Shortage Vulnerability Score.
Qualifying small water systems will receive assistance with:
- Well Groundwater Monitoring tools and training (required by Jan. 1, 2023)
Training video: USGS Measuring Groundwater with Electric Tape - Metering of currently unmetered water connections (required by Jan. 1, 2032)
Assistance with rate reviews and refining/establishing billing systems for newly metered systems. - Low Water Fixture Direct Installation
- Technical Assistance & Training Assistance with rate reviews and refining/establishing billing systems for newly metered systems.
Flush Smarter
Homes that currently have older, inefficient toilets (using 1.6 gallons of water per flush or more) may qualify for a water-efficient, quiet-flush toilet that uses only 0.8 gallons per flush.
Replacing your toilet can save more than 10,000 gallons of water each year!
Shower Sustainably
New water-efficient showerheads are available for eligible homes that have high water-use showerheads.
These showerheads can decrease water usage by about 2,700 gallons per year!
